Using Drupal Book - Taxonomy vs CCK field

I have a question regarding creating the Job content type. The author(s) chose to create the Department field as a CCK field and not taxonomy. On page 96 there is a brief discussion on CCK vs Taxonomy. The way I see it the department is really a category, so why did the author(s) choose to create a new field and not use taxonomy? I have created a new cck field as a content taxonomy field trying to leverage the use of taxonomy.

I am unsure if this is the correct way. I think the use of taxonomy can be quite confusing in Drupal. I was struggling with several things in Drupal, that is why I bought the book. I have not gone past Chapter 4 at this point, so if this is explained later then I apologize. I was just confused by it in Chapter 3 and was hoping for some clarification.
