Hi, Melissa,
the essence of the difference between linking and talking about a page is
sharing content that links back to your page done by user. This includes:
  • writing a recommendation when liking the page
  • sharing a post from the page
  • writing a post/comment on page's wall
  • RSVPing on event of the page
  • mentioning the page (with @ComplexDivorce) in a post by user
  • answering to a question poll
  • tagging the page on a photo
  • doing a check-in at your page (if it's a place)

There might be more options but that's on first thought.

Daniel

The simple difference between "liking" & "Talking about" a Facebook Page is after liking page how many people interact with your page.i.e post on the page wall, like a post, comment on a post, share a post, answer a question.

Liking is How many people has liked your page
Talking means how many users actively sharing or liking updates of that page or posting something to that page
