How to purchase a classroom set of ebooks

I am interested in purchasing a classroom set of "Learning Web Design: A Beginner's Guide to HTML, CSS, Javascript, and Web Graphics" 4th ed by Jennifer Robbins for my high school web course that I teach. I would need 21 copies and would prefer them in pdf format. Are there any discounts for purchasing this quantity? How would I order them as they should be tax exempt? Do you accept purchase orders?
