System32, files Wpa.dbl and Wpa.Bak

These files are noted in Windows XP Home Edition, 2nd edition, The Missing Manual, pp17. Only Wpa.dbl appears in my Sys32 directory. Has Wpa.Bak been renamed? Is it still valid? What can I do when I install a new hard drive? Thanks
