Can android as first programming language

i have power user knowledge in computers with windows linux and mac admin lavel.
can i use and learn Android programming as my first programming Language ?
OR
i need to learn C first for Basic then Java & XML and after that should i start android programming .

As learning C the issue is that how we can test and expand our skill's to handy programmer because i have try once to learn C basic but because of no practical in real world after reading we forgot the basics also.
